(AXcess News) New York - Three months after being arrested by Santa Barbara Police, TV star Heather Locklear was finally charged with DUI.  "I'm no drug addict," cried Locklear, but she'll have to tell it to the judge when she appears in Court.

Locklear was arrested by the Santa Barbara California County Sheriff's department on September 27th and booked on suspicion of driving under the influence of an illegal substance.  By looking at the glassy-eyed expression Heather Locker gave in her mug shot, shown above, those must have been some pretty powerful drugs she was taking - prescribed legally or not!

It turns out had the Brat of Tinsel Town not treated a member of the paparazzi so badly she may have gotten away with her doper's night out on the town.  But instead, the witty photographer alerted Santa Barbara cops to Heather Locklear's erratic driving and took pictures of the TV star when the cops busted her on that September night.

Now Locklear's lawyers are taking a swing at ex-US Weekly Magazine editor Jill Ishkanian, who says she only ran into Heather Locklear by mistake at a Montecito, California market where she says Locklear acted intoxicated and drove off when she called the cops - and just managed to be there for the arrest and photo op - netting her a cool $27,500 for the Locklear DUI pics she sold to TMZ Mag.

Locklear was charged with DUI by the Santa Barbara District Attorney's office on Monday.  So far, no word on her defense plans.
